American hemp production was actively encouraged by the government during the 17th century because hemp was widely used to make rope, sails, and clothing. (Marijuana comes from the dried flowers and leaves of the hemp plant.) In fact, in 1619 the Virginia Assembly passed a law requiring every farmer to grow hemp. Hemp even became accepted as legal tender in places like Pennsylvania, Virginia, and Maryland.
Hemp production remained strong in the United States until after the Civil War, when imported goods and alternative materials gradually replaced it for many uses. By the late 1800s, marijuana had also become a common ingredient in a variety of medicinal products and was openly sold in pharmacies. Around the same time, the use of hashish became fashionable in France and gained some popularity in the United States as well.
